The University requires a contractor to undertake a grounds maintenance service in accordance with industry best practice. The contractor will be responsible for the provision of skilled horticultural craftsmen to undertake the services of grass mowing, Tree, hedge, plant/flowerbed maintenance, weed control and associated works (excluding pruning established trees and major repairs to established trees). The contractor must include in their costs everything required to carry out the work as described in this specification, including all replacement plants. Equipment to carry out the contract will be the contractors own (mowers, vehicles, tools etc...).

The University requires a contractor to undertake its annual maintenance for its CCTV, Fire detection/alarm/panels, and Intruder alarms. In addition to the maintenance there is also a call-off requirement for the upgrade of the Fire Panels across all campuses over the term of the framework. The University requires that the successful contractor will provide an 'all in one' service for all the requirements outlined. The University requires a Fully Comprehensive Maintenance cover that will include the cost of all call-outs, 24/7, 365 days of the year, and labour associated with the failure of a system. It will also include planned preventive maintenance of all systems. There are 4 main campuses, with additional sites outside of these that make up the University's estate. There are 220 CCTV cameras throughout, 89 fire panels, 5 332 fire detectors, 3 590 alarm sounders, and 62 independent intruder alarms systems. The call-off upgrades to the Fire Panels will be priced separately to the maintenance, and this will be as and when any upgrades are commissioned. Full details of the required upgrade works will be listed within the specification to those invited to tender. Any upgrades must be Open Protocol.

Kingston University is seeking a contractor to provide maintenance on their lift portfolio (initially 36 units across the University Campuses) on their own capped (capping limit 2,000 GBP per event) comprehensive maintenance contract documentation which will be based on a 5 year term. In addition the University have identified a number of units within their portfolio (18 units in total) that have been scheduled to be either substantially refurbished / replaced within the first 3 years of the contract term. Kingston University are therefore also seeking the same contractor to quote for this programme of refurbishment / replacement works as part of the contract works package. It should be noted that the University is spread over several sites and will be in full operation throughout the duration of these works and therefore the contractor shall be responsible for ensuring that their works do not interfere with the smooth running of the University and that all works are executed in such a manner that staff, students and general visitors are NOT exposed to any hazard. The contractor shall also make allowances for adopting the role of Principle Contractor as defined in the Construction Design and Management (CDM) Regulations 2007 as well as any attendance required by other trades, including any cutting away and making good, provision of hoardings, electrical work etc. in connection with the lift refurbishment / replacement works element.

The University is looking to maintain, in a usable state, the Kingston Hill Yorkon building (a 1980s temporary building) in order to accommodate the Centre for Higher Education Research and Practice (CHERP), some central Student Support Services, and general office space. It is therefore requesting proposals from consultants in support of this aim.

The site of the Yorkon building forms part of Campus Development Plan phase 2, and therefore its longevity is time limited. Proposals will need to take this in to account, and you should anticipate that the occupation of this building is no more than 5 years, ie to end 2019. Proposals should limit expenditure, whilst providing a usable environment. It is very important that tenderers understand this design approach. We are looking for pragmatic proposals to help us use this resource for 5 years, with the minimum necessary investment.

It is understood that this work may not be of interest to all framework consultants. The services within the Yorkon building require investigation and comment, and there are weatherproofing issues to consider. There are also 3 lecture theatres with raked flooring,
and considerations should be given to whether these are easily converted to flat floored spaces or whether they should be removed from the overall space on offer within the building.

As an alternative option, we would like to see a proposal to accommodate the CHERP function in refurbished space within Kingston Hill Kenry House. The relevant rooms within Kenry House will be advised. In this option, the general office space provision in the Yorkon would increase.

Some previous furniture surveys and space plans have been prepared for the Yorkon Building. These will be provided for information only and must not be relied upon. In addition, some reviews of the main fabric and services have previously been carried out by
KUSCO, which will also be provided for information only.

Description of the procurement:

The tender is for the supply of maintenance support services for building management and automatic control systems. It also encompasses a survey of the control systems utilised throughout the specified University’s building stock.

The BMS maintenance service level shall include, but not be limited to:-

i) Electrical panel maintenance
ii) BMS IT equipment maintenance
iii) Hardware maintenance, including all remote actuators, drives, etc.
iv) Software maintenance - Ensuring that the latest version of the maintenance software is installed along with any relevant patches or other updates.
v) The maintenance of hardware and software shall include the replacement of failed or faulty components.
vi) Building performance maintenance.
